Bicep compiler merge - Githubissues

This PR contains all the changes for the Bicep compiler merge. The branch has had smaller PRs opened for specific features that can be found below:

[x] Update to build workflow and publish workflow to initialize the submodule and publish types to biceptypes.azurecr.io using the bicep publish-extension command: https://github.com/radius-project/bicep-types-aws/commit/eebd5f88565fec23767d1658c37ffa973a5e4d8b
[x] Update the publish-bicep trigger to push to a release version during releases: https://github.com/radius-project/bicep-types-aws/pull/47 / https://github.com/radius-project/bicep-types-aws/pull/46 (same PRs but 46 was overwritten so 47 reapplied the changes)
