Add "Project Radius Core Team" as required reviewers to other repos #5437

Currently, deployment-engine and bicep-types-aws repos don't have a set of required reviewers (as we do in radius repo). We should update the repos that we're open sourcing to have us as required reviewers in case we get community contributions.
