Overview of feature request

Today we use kubernetes secret as a default to store terraform state file, and users don't have ability to configure different kind of backend. This feature aims at supporting azurerm backend type.

Acceptance criteria

[ ] Adding support for azurerm backend type in Radius for terraform recipes
[ ] Adding a functional test for this scenario
[ ] Documentation for configuring azurerm backend in Radius.
