Update Dependabot configuration under /typespec/

Description

Updating Dependabot configuration under /typespec/ so that versions will be ignored till 1.0.0. Once a version is 1.0.0 or higher, Dependabot should resume suggesting updates and then we observe. We expect it to adhere to the ~ constraint set for the dependencies. ref link: Dependabot ignore
