Core nodes not able complete default.config #84

The last test we ran of 950 nodes, 5 nodes appeared to not generate the default.config properly.

Apparently, they could not communicate with the explorer. (e.g. shards.range= was empty) https://github.com/radixdlt/node-runner/blob/mtps/docker/radixdlt-core/docker-entrypoint.sh#L45
