You're missing the translations for the default addons:
https://github.com/bovirus/volume-control/blob/main/VolumeControl.HotkeyActions/Localization/it-HotkeyActions.loc.json

They're in a different location because translation configs for addons should be inside of the assembly that uses them, not in the main program.
