Demolish LAYER PROPERTIES thing-bar-headbreaker

Build all functionality into treeview. No two list files or treestores or whatever. Just one simple treeview to load overlays masks and add masks.

STATUS: Load overlay - working Remove overlay - working

Load mask - not implemented yet Add mask - working Remove mask - working Set active mask - not complete working, needs attention.

ISSUES: Scalability of treeview not working. Desired behavour should be that first column autosizes, the 2nd and 3th should be fixed.

+2,784 lines, −5,011 lines. That's pretty cool balance.

Maybe we should up the version number to 0.5.
