I would classify the severity of both as not critical but mildly annoying. As far as I can tell this is not a regression, at least not a recent one because it also happened when I started playing a year or so ago.
Steps to reproduce: Just walk around. You will spot the weirdness soon, but this appears to happen more often on those rocks.
