Secure ND timestamp option support #171

Add support for Secure ND Timestamp of RFC 3971 for radvdump.

The option is shown as e.g. AdvTimestamp "1644837356 secs, 32644 fracs"; in the radvdump output.

Thanks for the contribution? Could you throw in some TODO steps for the other types in this RFC, as future easy implementations that we could maybe get GSoC students to work on?
