[plugin_manager] How to hide "Manage Plugins" under settings for non-administrators? #647

I.  Issue Description:

II. Steps to reproduce the Issue:

1. I log into Roundcube Webmail and am not an administrator
2. I click under Settings > Preferences
3. There I see an entry "Manage Plugins"

As an administrator I want to manage the plugins alone by myself. Others 
shouldn't see this entry at all. How can I hide it?

Configure all plugins as 'protected' in order to disallow users to 
enable/disable plugins. If all plugins are configured this way, the link will 
disappear.

I see. I have configured all plugins as protected then. Still, the link 
appears. How can I find out which one plugin is the cause, not protected yet?

PS: http://forum.myroundcube.com/ seems to be broken, loading forever (under 
Firefox but works on Chrome).

If webmail_notifier is installed the feature to hide the link is broken. A fix 
will be availailable asap.

Forum works for me.

Is the fix available on GitHub? Or do I have to download the Plugin Manager 
again?
