I.  Issue Description:

This plugin does not appear to do anything.

II. Steps to reproduce the Issue:
1. Install plugin
2. Configure plugin using db_config
3. Nothing happens, no new menus or anything in the address book (I was 
expecting it to create a global address book with all users listed).
