[plugin_manager] - Download section is shown - why?

I.  Issue Description:

I did a fresh install of roundcube (1.0.1) + plugin manager + impersonate 
plugin on my new server and this is what I see in "Manage plugins".

Not everybody is speaking Italian. I suggest to post an English screenshot.

Besides that:

#1-
Login as a "normal" user and not as an administrator and the section you don't 
want to see is gone. Only admins see the "empty" section with the "Download" 
checkbox. How should they be able to download plugins else?
