Enchant Formula tooltip ItemLevel Flashes on and off #78

TBCC, Addon updated and (apparently) at 1.3.8... hard to tell since there's no version tag in the toc, but I do have the WoWI ID...

Hovering over an Enchant Formula, the ItemLevel line continuously flashes off and on. Does not happen with any items or other profession recipes that I've found, just enchanting.

Thought maybe there was a conflicting addon that was rewriting the tooltip, but disabled everything and re-enabled RatingBuster alone and the bug is there.

Confirmed at addon version 1.3.8.
