[Suggestion] "view giveaway description / add comment" Button: allow faster requests #1673

The "view giveaway description / add comment" button should also be allowed for faster requests. Since it's not an automatic request it shouldn't be restricted, just like the "Enter/Leave Giveaway Button".

I thought I had fixed it with #1667, but it doesn't look like that's the case. I'll add it to that issue.
