Currently, the border color is being overridden by border-bottom: 1px solid ThreeDShadow in browser-shared.css.

Why do you think it has to be black?

It used to be gray in earlier versions of libadwaita and firefox-gnome-theme. Later, it was changed to black in libadwaita, and firefox-gnome-theme followed suit. Recently, a change in Firefox caused the rule in firefox-gnome-theme that used to set the border color, to no longer have effect. Check GNOME Web for a reference of how it's supposed to look like.
