Describe the bug when browser.tabs.tabmanager.enabled false you can no longer close the tabs comfortably tabmanager.webm

To Reproduce go to about:config and deactivate browser.tabs.tabmanager.enabled

Expected behavior normal scaling of the remaining tabs when closing

Screenshots you see the icon of the tab manager for a millisecond tabmanager
