In the cutscene after the Combot's destruction in L7S4, there appears to be a timing issue that can be seen with Orion. The camera cuts to him sooner and the animation of him going up to the front appears to play at a later point, resulting in his actions and audio falling out of sync. Through my testing with a D3D wrapper that limits the frame rate, this behavior does not occur in the stock game. Here are videos of the scene in both the latest Dash Faction release (1.7.0) and the stock Red Faction release (1.21), playing at 60 FPS in each. The issue is noticeable around the 34-35 second mark.
I think I now better understand why this happens. Does Dash play cutscenes using 30 FPS as the base for timing? Running the cutscene in the stock game at 30 FPS produces the same result.
