Various issues when level changes during download #237

  1. Join a server on a level you don't have
  2. Level begins downloading
  3. Do "vote next" or otherwise have the map change
  4. Crash

Also:

  1. Be fully joined to a server
  2. Level changes to one you don't have
  3. Level begins downloading
  4. Change level again
  5. Kicked out to the menu with "server is between levels" msg
