Downloaded maps are not installed into running server instance #252

Note that this issue was not present in 1.8.0, only in 1.8.1-dev builds.

To reproduce:

  1. Launch a dedicated server
  2. Run download_level dm-deathrun (example, could be any map with a valid result on FF)
  3. dm-deathrun downloads from FF and will soon be in the multi folder, however there is no download status displayed (as was the case on 1.8.0 and earlier), and the map is never installed to the running server instance. Additional attempts to run download_level to query and download from FF return an error that there is already a download in progress.
