Add new category behaviors, move category admin to `misago.admin` #1748

Fixes #1729

Moves categories to misago.admin.categories
Fixes categories admin forms
Add new fields to the Category model

Behaviors are not actually implemented in logic anywhere, this will happen in future PRs
