Error in Moodle 2.1 Windows #41

What steps will reproduce the problem?
1. I modified ZIP file, copied lang/en_etf8 to lang/en.
The original ZIP file gave error about not containing required en lang pack, so 
this made it install fine.
2. Attempted to add activity Media Player to a course.

What is the expected output? What do you see instead?
Expected to confiure the Activity, got the error below instead:

Coding error detected, it must be fixed by a programmer: MFORMS: Coding error, 
text formats are handled only by new editor element.

What version of the product are you using? On what operating system?
Windows 2003 server, Moodle 2.1, PHP 5.3.6, IIS6, MySQL 5.5.14

This module is for Moodle 1.9
