give background and context for Tite #107

The Tite documentation lacks any context about what Tite is designed for. Explain that it's meant for vendors and as a transitional format, not an archival format. Explain its relationship to Lite and to the Best Practice for Libraries. Incorporate this new prose into the Tite documentation.

Also explain that in Tite, except for points where project-specific practice is allowed, there is exactly one way to encode a given source document using Tite. Any two encoders should arrive at the same encoding.

You might draw on the text at http://wiki.tei-c.org/index.php/TEI\_Tite for this.
