Biweekly Notification #142

It is defined by the ESNFI cluster to have the due date of biweekly reporting is in 3 days.

So, please implement below :

first period : soon 15 today 18 pending 20

second period : soon 1 today 3 pending 5

the clusters request to change to the following : first period (1 - 15) : soon 16 today 19 pending 20

second period (16 - end month): soon 1 today 4 pending 5
