Unify Duplicate Detection Across Program Types

Summary of Changes

• This PR updates the CaseHashtainer class to become program type agnostic.
• Adds tests to cover all program types and record types Pull request closes #2966

How to Test

cd tdrs-frontend && docker-compose up
cd tdrs-backend && docker-compose up

1. Open http://localhost:3000/ and sign in.
2. Create a file for any section and any program type that has one or more duplicate or partial duplicate records.
3. Submit file
4. Verify no records tied to that case are created and the error report reflects cat4 duplicate errors
