Issue 2992: Remove cat3 validators related to family affil, HoH, and TL fields

Summary of Changes

• removed validate__FAM_AFF__HOH__Count_Fed_Time and validate__FAM_AFF__HOH__Fed_Time validators and associated tests
• minor update to relationship to HoH in tribal tanf T2 schema that didnt align with coding instructions.
