During qasp review of #2889, I made an erroneous suggestion on the validator range for the year portion of the calendar quarter field. Since TDP accepts data for FY21+ (October 2020+), the year portion of the field should be greater than 2019, not 2020. This is currently raising the following cat 2 error when submitting section 3 or 4 files for FY2021Q1:
