Description: Currently user deletion is not supported via the DAC. This ticket delivers that capability while retaining all objects associated to deleted users. Note from #2910 Admin Experience Improvements: Can pose problems downstream if we needed to delete those objects

Acceptance Criteria:

[ ] DAC supports user deletion actions
[ ] All objects associated to a deleted user are retained
[ ] Testing Checklist has been run and all tests pass
[ ] README is updated, if necessary

Tasks:

[ ] Implement action on users table
[ ] Run Testing Checklist and confirm all tests pass
