Description: As follow on to #3141, we want to overhaul Cypress authentication.

Tasks: Create a list of granular, specific work items that must be completed to deliver the desired outcomes of this issue

[ ] Setup/Teardown for all Cypress Scenarios
[ ] Standard auth function with session management
[ ] Run Testing Checklist and confirm all tests pass
