Implement new Canada Inc interactive tutorials

What steps will reproduce the problem?
1.When ever opening app, tips come up and never goes. Has to do a lot of swipes 
up and down and have to wait a lot of time for it to go.

What is the expected output? What do you see instead?
Would like to disable tips and notification about location and any.

What version of the product are you using? On what operating system?
