Use CircleCI Google Cloud image #1201

No need to use the custom image, as CircleCI maintains its own image with Google Cloud tools and Node, which is also more likely to be found in the cache.

Also a bit more lean pipeline overall. prepare_backend_test dependencies could be separately cached to speed it up further.
