.tmcproject.yml:

sandbox_image: "eu.gcr.io/moocfi-public/best-image"

During refresh, tmc-server receives this configuration from tmc-langs and sets the sandbox image to the db.

[x] langs during refresh: return .tmproject.yml contents as json for each exercise
[x] server: read the data and update db
