Upgrade rootfs to Debian-Buster(10) #6

Debian-Stretch is EOL. Now need to swtich to Buster.

Buster already tested to other RK3399 platform (like M****-Board) Refer to https://github.com/rageworx/rk3399-debian-rootfs-buster

This plan is abandoned. Switching to Debian11 with Kernel 5.10.
