Seem to have been able to do this.
Done approximately at 8282fd33b67bba8a09de45ad3a7510f51a926c91 though I am slightly confused about how it's working, but the main thing is that it does appear to be working.
forked theme to repo: https://github.com/ragynotes/hugo-theme-zen
this is added as a submodule to the main repo
changes to theme show up in git status of main repo, and it is possible to commit them, but not clear where if anywhere they go...
git status
to make commits to theme, must do so from inside themes/zen.
themes/zen
if theme is updated upstream, should be able to use git submodule update (or maybe sync?) to merge changes
