Adding kotlin to programming languages #338

Right now, User does not have a way to add kotlin as a programming language. I will create a pr soon for this task. Please assign to me ?

Kotlin is already present under Mobile App Development

Can we consider moving Kotlin to the programming languages section? It's a language, not a mobile framework.
