Add R to Programming Languages #405

Is your feature request related to a problem? Please describe. R is one of the commonly used data visualisation and statistical tools for data science. I think a number of GitHubers using R to handle data, so it might be a good idea adding it to the list. Could someone help with that if it is approved? Thanks a lot!
