Unable to load config info from c:openssl/ssl/openssl.cnf [Temporary workaround included] #3

What steps will reproduce the problem?
1. From a console. I would run this command:
$> openssl req -new -key server.key -out server.csr

What is the expected output? What do you see instead?
Should be: Enter pass phrase for server.key:
What it does: Unable to load config info from c:openssl/ssl/openssl.cnf

What version of the product are you using? On what operating system?
openssl-0.9.8k_X64 on Windows 8

Please provide any additional information below.
I solved the issue temporarily by copying openssl.cnf into the /bin folder 
where openssl.exe is. Then, when calling the command I appended as such:
-config openssl.cnf

Example:
$> openssl req -new -key server.key -out server.csr -config openssl.cnf
