Setup deployment pipeline #2

Lets look at doing this in GCPs app engine, it has some neat features and looks easy to deploy once setup.

So GCP isn’t super cheap, so I’m going to avoid setting up a whole docker registry, and automated building service right now and use an app engine which is a one line deploy from our console. It also has a free tier we can use for testing
