Upgrade to new web3.storage API #96

We have until January 9th, 2023 before the legacy API fully deprecates.

Steps:

[x] Change list of IPFS gateways so that dedicated gateway is only used on main deployments
[x] Reduce all image uploads to around 100KB
[x] Set up new pinning service (maybe Infura or a combination of web3.storage for pinning and Filecoin Saturn as the CDN)
[x] Run a script to compress all current images (and re-pin them)
