Updates Rinkeby DAI address to use Compound's DAI (so we can use their faucet) instead of the official Maker Dai (since Oasis on Rinkeby is down)
Adds complete() function which is a work in progress—@zoek1 you'll see two TODO comments. I think these TODOs should be pretty simple for you to fix. Once fixed, the user should be able to successfully complete redemption
