Get Release v1.3.0 into develop #350

Needed to get develop up-to-date with master. The additional commits are here because an earlier release was rebased into master. These release PRs should only be merged with merge commits.

Should the contracts package be updated as well?

This is an old release, which was only merged to master and not to develop yet. I will do the updating for the new client release in another PR, in order to stick to the usual release process.
