Radioactivity for Atomic Overhaul #377

This adds radioactivity for the Atomic Overhaul. This only needed for K2 with Space Exploration as it already works with K2SE. Only the newest commit matters as the other only are my failed attempts to update files.

I feel that this should be done on the atomic overhaul mod's side. That's why there is a remote interface. Thanks for the contribution though! Sorry it took so long to get to.

I think I tried to do outside of K2 this worked the best. I couldn't get the remote interface work on my tweaks mod.
