When an underground belt is marked for upgrade and you mouse over it, the end directly under the mouse is upgraded but the other end is not. Then when you mouse over the un-upgraded end nothing happens.
To Reproduce
Steps to reproduce the behavior:
Build an underground belt pair
Get an upgrade planner and mark the underground belt for upgrade
Mouse over one end of the underground belt
The underground belt is upgraded under the mouse, but the other end remains waiting for an upgrade.
The remaining end cannot be upgraded when moused over
