[Rails 7.1] Initial changes required to run tests #1065

Initial changes required to get tests running (but not all passing) against Rails main.

Some of the changes were related to:

Updating Rails version numbers
Simplify adapter construction; defer connect until first use
Move InternalMetadata to an independent object
Including 'msgpack' in Gemfile
Running tests off Rails main using the RAILS_MAIN environment variable
Changed ActiveRecord connection name ARCONN to match the adapter name.
