Support for heroku-16 Stack? #3

Cedar-14 is supported through April 2019, but is deprecated: https://devcenter.heroku.com/articles/stack https://devcenter.heroku.com/articles/heroku-16-stack

I'm possibly willing to help, hopefully I'm not the only one who might need this.
