Arel::VERSION at master branch 7.1.1 is behind from that of 7-1-stable, 7.1.4

I have started developing Oracle enhanced adapter Rails 5.1 support by using Rails and Arel master branch and found Arel::VERSION at master branch is 7.1.1 which is behind from that of 7-1-stable, 7.1.4.

It would be more like a question than issue but I wanted to know which Arel version will support Rails 5.1. At least I prefer version number at master is higher than other stable versions.
