Add explicit URL for Ubuntu 23.10 box (no longer hosted on Vagrant Cloud) #216

Note: Mantic64 (23.10) is now [END OF LIFE - for reference only]. The most current Ubuntu image that is not EOL is Jammy64 (22.04) & this is still available on Vagrant Cloud.

Ubuntu will no longer provide official Vagrant images starting with version 24. For more details, see the release notes: Ubuntu 24.04 LTS - Noble Numbat.
