Remove hoe gem #334

Remove 'hoe' gem as it is no longer used in the repository.

$ git grep hoe | wc -l
       0

Thanks for the PR. I think hoe is still used for releasing the gem with rake release.

There was no require 'hoe', so I thought it's no longer used, but I didn't notice it's used in rake release.
