Add initial setup instructions for ubuntu #3569

resolves #3568

Adds some barebones minimal instructions to get the test suite working on a brand new ubuntu checkout. It took me a few hours to get to the bottom of everything, mostly because I was reading the appraisal docs wrong.

Looking for feedback on how to restructure this so it flows better too

EDIT: I was looking at the appraisal docs wrong, updated as requested to use the documented appraisal commands
