Quick and dirty upgrade straight to rails 7.x, ruby 3.x and deployment straight to fly.io

Sorry didn't have much time to double check everything was working, but I don't have access to the Heroku env vars so someone with access will need to copy those over. I can update the DNS to point to this and update the new env var HOSTNAME when necessary though.
