fix link to railsinstaller #646

the url http://railsinstaller.org/ has not been working for some time. (see https://github.com/railsinstaller/website/issues/59) linking to http://railsinstaller.org/en as a fix seems appropriate, this is the english version of the curriculum after all

there is an existing #645 open trying to address this

also, the URL seems to be working for me right now; maybe they fixed it on the other end?

If the site really is working now I'd prefer not to hardcode the /en in the URL even though it's correct for the english curriculum, in case someday it changes to "railsinstaller.org?locale=en" someday or whatever.
